About Crookham Village Parish Council

Crookham Village Parish Council (CVPC) consists of 8 parish councillors elected for 4-year terms: 2 for Crookham Village ward; one for Netherhouse Moor ward; and 5 for Zebon ward in proportion to the size of the electorates in each ward. Next elections are scheduled in May 2024. CVPC employs a Clerk, a Responsible Finance Officer and two part-time managers for Zebon Copse Centre.
The whole parish is now within the Crookham West and Ewshot ward of Hart District Council, which returns three District Councillors. The Hampshire County Ward of Church Crookham and Ewshot covers most of the parish, but Netherhouse Moor estate lies within the county ward of Fleet. Each county ward is represented by one county councillor.
The full parish council normally meets on the first Monday of each month (except August) in the WI Hall (GU51 5SJ) in the old village. An Annual Parish Meeting is held in April each year at which parishioners are invited to express their views on local matters. At the Annual General Meeting in May, councillors are selected for the various posts within and external to the council for the following year. Sub-committees meet monthly in Zebon Copse Centre on planning, and finance and human resources.
CVPC manages Zebon Copse Centre and adjacent play areas and playing fields together with the open space at Lea Green and that play area as well as funding minor works on public footpaths etc. These activities are funded from the Parish Precept, which is collected with council tax by Hart District Council.
The parish council is a statutory consultee on planning applications, which means that Hart is obliged to seek the views of CVPC for applications within or adjacent to the parish and to take the council’s input into account when determining applications; CVPC has no executive planning powers.
In addition, CVPC maintains strong links into Hampshire County and Hart District Councils and other relevant organisations to ensure that local infrastructure and services are maintained and enhanced as requirements emerge.
CVPC is a member of the Hart District Association of Parish and Town Councils, a forum which in turn is a member of the Hampshire Association of Local Councils which in turn represents the county within the National Association of Local Councils. In this way, CVPC is able to interact with other councils and central sources of information to mutual benefit and to gain access to human resources, legal and other advice to ensure that the council operates efficiently and legally at all times.
